Similar to a changeset planned in GNU C library remove
any assembly code from sysdep-cancel.h. This allows
to port to new architectures in a simpler way.

The sparc64/sparcv9 code is incomplete. Furthermore there is
no real embedded hardware for sparc64 available, so better remove
it until someone comes up with a complete port.
