Similar to musl libc a single libc has many benefits and solves some open issues with uClibc-ng. - no pthread_mutex_* weak symbols exported anymore - applications no longer failing to link when either -lrt or -lpthread are missing for dynamic and static linking mode - smaller C library - slightly better runtime performance

Simplify the switch from uClibc to uClibc-ng. Apps already built against uClibc-0.9.x.y require .so.0 libs to present on target which in case of current uClibc-ng is not the case and those apps could not be run. Note: _PATH_UTMPX == _PATH_UTMP and the utmp struct is identical to the utmpx struct so this only changes the external API entrypoints and NOT the underlying data source. This adds support for a new binary format, DSBT ELF, to the Makefiles. Every shared library is assigned a DSBT index, and the link.so macro is adjusted to ensure the correct linker argument is passed. Configuration and ldso support will follow in separate commits.
