We were relying on FE_DIVBYZERO being turned off when printing
"%f", +-.0
Avoid the whole issue by looking at the sign-bit (in a rough
approximation).
Note that we do not handle gracefully:
printf ("\n%llf\n", -0.0);
printf ("\n%llf\n", 0.0);
nor %Lf for both when NOT cast to long double. Avoiding an FPE due to
broken numbers like these does not make sense to me.

remove typedef __uclibc_locale_t, it used only in a few places,
it is lees confusing to use struct __uclibc_locale_struct
everywhere.
xlocale.h: hide __global_locale back under _LIBC,
bug 53 is wrong in claiming it should be exported.
Also hide under _LIBC:

libc/inet/ethers.c __ether_line_w() function.
I will wait for fallout reports for a week or so,
then continue converting more libc_hidden_proto's.

Hack in some temporary fixes until I have time to clean it up a bit more.
Also rework _fpmaxtostr to reduce the size a bit and (hopefully) allow
it to build for m68k (vapier tested an earlier version a while back).

Codepaths streamlined. Improved performance for nonthreaded apps
when linked with a thread-enabled libc.
Minor iconv bug and some locale/thread related startup issues fixed.
These showed up in getting a gcj-compiled java helloworld app running.
Removed some old extension functions... _stdio_fdout and _stdio_fsfopen.
