remove __tolower and __toupper (they existed only in SOME configs!);
remove usages of _tolower (some of them clearly buggy) from uclibc code;
add a few more -U<define> options to unifdef pass over installed headers;
document it on docs/wchar_and_locale.txt

testcases: tst_wcwidth and tst_wcswidth.
Fix dat_iswctype.c fiinput file: character 0x80 is not
a control character: it fixes tst_iswctype test.

selector returns zero(no entries) modifying the errno.
The attached test case implements a dummy filter that returns
alway no entries, but change the errno. scandir is not expected
to fail, just returning 0 entries.
