(DOPIC): Depend on !HAVE_NO_PIC.
(UCLIBC_HAS_FULL_RPC): default to `y' if !HAVE_SHARED.
(SYSTEM_LDSO): Depend on HAVE_SHARED.
(DOASSERTS): New option.
