OpenBSD use a Perl implementation for pkg-config, which use
PKG_CONFIG_LIBDIR, so this shouldn't be /dev/null.
Using just PKG_CONFIG_LIBDIR to provide the cross-compiled
headers and libraries is even enough for normal pkg-config.
